These remarks were made by the Cambodian Deputy Prime Minister, H.E. PRAK Sokhonn, Minister of Foreign Affairs and International Cooperation, in his message to mark ASEM Day on 1 March.

“It is both a great pleasure and an honour to join other ASEM partners around the world today to celebrate ASEM Day. This special occasion commemorates the creation of a vital multilateral process that spans nearly three decades and aims to foster lasting partnerships of cooperation in all sectors between Asia and Europe,” he said.

Since its creation in 1996, ASEM has proved to be an international platform, with 53 partners from Asia and Europe. It accounts for some 65% of world GDP, 60% of the world's population, 75% of international tourism and 68% of world trade. The head of Cambodia's diplomacy also highlighted ASEM's main achievements in its joint response to global challenges. According to the Minister, based on the principles of consensus, equal partnership, mutual respect and shared interests, ASEM has achieved significant milestones. Through its political, economic and socio-cultural pillars, ASEM has made substantial progress in areas such as political dialogue, economic cooperation, trade and investment, and joint efforts to address global challenges, including advancing connectivity, combating climate change and tackling a wide range of security issues, from counter-terrorism and irregular migration to maritime and cyber security.

In light of the international challenges posed by geopolitical complexities and conflicts in many countries, the resilience of the ASEM partnership is of paramount importance. H.E. PRAK Sokhonn stressed the crucial need for ASEM to continue its efforts to promote peace, sustainable development and shared prosperity for all its partners

“Despite the current challenges, Cambodia remains convinced that ASEM will continue to be a dynamic platform for multilateralism to meet current and future global challenges”, the Minister stressed.

Asia-Europe relations: a complex network of cooperation and challenges

Relations between Asia and Europe have evolved significantly over recent decades. This evolution is characterised by growing economic interdependence, cultural exchanges and strategic dialogue. However, the relationship also faces many challenges, including geopolitical tensions, economic competition and divergent priorities.

Economic cooperation and challenges

The economic landscape of Asia-Europe relations is characterised by growing trade and investment links. Despite the stalled negotiations on the EU-ASEAN Free Trade Agreement, the European Union (EU) has concluded bilateral free trade agreements (FTAs) with some of the bloc's member states, such as Singapore and Vietnam. This economic engagement is crucial for both regions: the EU seeks to strengthen supply chain resilience, while ASEAN aims to attract more European investment.

The emergence of the Eurasian Economic Union and the expansion of the EU have introduced new dynamics in Eastern Europe, with countries such as Poland and Hungary navigating between Euro-Atlantic and Eurasian influences. In Asia, tensions in the South China Sea and on the Korean peninsula underline the need for stability and cooperation.

Cultural and educational exchanges

In addition to economic relations, cultural and educational exchanges are essential to the development of relations between Asia and Europe. Initiatives such as the European Studies in Asia (ESiA) programme aim to promote European studies in Asia, facilitating dialogue and the exchange of knowledge between the two regions. The Asia-Europe Foundation (ASEF) has also played an important role in organising events and projects that strengthen communication and cooperation between peoples.

Geopolitical dynamics and security concerns

From a geopolitical perspective, relations between Asia and Europe are strongly influenced by the strategic interests of the major powers involved. The EU's Indo-Pacific strategy aims to rebalance relations in the region, particularly in response to China's growing assertiveness. The Asia-Europe Meeting (ASEM) serves as a platform for dialogue on global issues, including security and climate change.

Prospects and challenges

The evolving relationship between Asia and Europe offers opportunities for deeper cooperation in areas such as technology and sustainable development. However, diverging national interests and priorities remain important challenges that need to be addressed.

The EU needs to refine its strategy to engage more effectively with its Asian partners, building on its regulatory standards and promoting mutual understanding. In conclusion, Asia-Europe relations are a complex interplay of economic, cultural and geopolitical dynamics. Addressing the challenges of competition and divergent interests will be essential to strengthening the partnership between these two key regions and making it more robust.
