H.E. Dr. Aun Pornmoniroth, Deputy Prime Minister and Minister of Economy and Finance joined Mrs. Sandrine BOUCHER, French Development Agency (AFD) Country Director, Mr. Fabrice ETIENNE, Chargé d’Affaires of the French Embassy to the Kingdom of Cambodia, and Mr. Bryan FORNARI, Head of Cooperation, EU Delegation in Cambodia to sign three AFD financing agreements for two projects totaling euros 183 million equivalent to usd 192,2 million.
Under the framework of the Bakheng Water Supply Phase 3 projects, 92 million euros (including grant totaling at 12 million euros) will support the Phnom Penh Water Supply Authority (PPWSA) in consolidating and extending its service performance. This funding will also provide technical assistance and capacity building to ensure and enhance the sustainability of Cambodia’s water supply sector.
91 million euros will focus on the rehabilitation of the Svay Check River in Banteay Meanchey Province. This project will adopt nature-based solutions and an integrated water basin management approach to improve the use of water resources in the region, protect the population from droughts and flood, in the context of accelerating climate change.
On this occasion, H.E. Dr. Aun Pornmoniroth said: “these projects aim to benefit the Cambodian people by enhancing integrated water resource management and clean water supply systems which align with the key priorities of the Pentagonal Strategy Phase I, Cambodia’s Public Debt Management Strategy, and the unwavering commitment of the RGC to continue implementing key reform programs aiming to serve Cambodia’s national interest to respond to the people’s needs.”
Also, Sandrine Boucher, Director of AFD in Cambodia, recalls AFD’s historic commitment to Cambodia and looks forward to many years of future collaboration:
“These projects are the proof of the quality of Cambodian-French cooperation and a testimony of the Government’s high trust towards AFD Group. These two ambitious projects will deeply enhance the livelihoods of millions of persons throughout the Kingdom in an inclusive and sustainable manner.”
Ahead of the signature, H.E. French Ambassador Jacques Pellet declared: “As Cambodia is preparing to host the Francophonie Summit in 2026, the French Embassy to the Kingdom of Cambodia commend the dynamism of the future cooperation. Through these projects, the French expertise is acknowledged in supporting the Kingdom’s development.”
Ahead of the signature, H.E. Igor DRIESMANS, Ambassador of the European Union to the Kingdom of Cambodia, said:
“The Bakheng 3 project exemplifies the EU's commitment to Cambodia's development through the Global Gateway initiative. By partnering with AFD and the Cambodian Government, we are not just expanding clean water access for Phnom Penh residents and its neighbours.
“we are also upholding a basic human right. It's a testament to what we can achieve as Team Europe, delivering essential infrastructure when and where it's needed most. I am proud that we could come together once again to make this project possible”.
