This meteoric rise underscores the sector's central role in Cambodia's accelerating digital economy, driven by streamlined governance, infrastructure expansion and a booming user base.
Growth rooted in reform and infrastructure
Industry analysts attribute the surge to the government's increased oversight of telecommunications and internet services, coupled with major infrastructure upgrades.
Minister highlights milestones in digital governance
Speaking at a five-year review conference on 6 February, Telecommunications Minister S.E. Chea Vandeth praised the sector's contributions to national connectivity.
"Our achievements reflect a commitment to robust regulatory frameworks that streamline business operations, improve governance and protect user rights," he said.
Among the milestones, the ministry issued 59 operating licences, including approvals for 4 mobile operators, 2 submarine fibre cables, 5 terrestrial fibre networks and 39 internet service providers.
User numbers dwarf population
The minister also revealed some impressive figures: 20.6 million registered mobile phones and 19 million internet users in a country of around 17 million people. The discrepancy highlights the widespread use of multiple SIM cards and operators by Cambodians - a trend fuelled by competitive prices and a variety of service options.
As Vandeth said:
"These results aren't just numbers - they represent bridges that connect communities, businesses and opportunities across the country."
The ministry's push to modernise regulations and infrastructure has positioned telecommunications as a cornerstone of Cambodia's digital ambitions. With submarine fibre-optic cables improving global connectivity and mobile penetration reaching unprecedented levels, the sector is poised to drive further economic and social transformation.
