Cambodia's State Secretariat for Civil Aviation (SSCA) has unveiled a six-year strategic plan to boost the country's aviation sector.

This plan aims to improve the safety, security and efficiency of air transport, while increasing the number of passengers and the transport of goods. The main objectives are to strengthen safety measures and protocols to comply with international standards, improve air traffic management systems, modernise existing airports, strengthen bilateral and multilateral agreements with countries such as the Philippines, Japan, Indonesia, the United Kingdom and Pakistan, and invest in the development of human resources.

In 2024, Cambodia's three international airports saw a 22% increase in traffic, with 6.24 million passengers. Air freight also increased by 40%, reaching 77,800 tonnes. By 2025, the SSCA predicts that passenger numbers will reach 7.5 million, and freight traffic will reach 80,000 tonnes.

New air links operated by Turkish Airlines, Etihad Airways and Emirates Airlines are expected to further increase these figures.

The government's proactive measures and the SSCA's strategic plan are poised to take advantage of the growing demand for air transport. Growth in the sector remains closely linked to the recovery in tourism and economic development, as improved air connectivity can attract more visitors and investors to the country.

According to the SSCA, the Cambodian aviation sector is ‘on the verge of a significant transformation, driven by this ambitious six-year programme and government initiatives to improve infrastructure and international cooperation’.
