To kickstart the process, His Excellency Mr. SOK Chenda Sophea, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, convened the first meeting of the National Committee for the Preparation of the 20th Francophonie Summit on November 12, 2024, marking the official beginning of Cambodia’s preparations for this high-profile international event

The initial meeting, held at the Ministry of Foreign Affairs and International Cooperation, assembled key representatives from various sectors. The National Committee, responsible for leading and coordinating the organization of the summit, is backed by six specialized sub-commissions: Substance, Protocol, Communication, Security, Side Events, and Finance.

Each sub-commission, along with a dedicated Secretariat, brings together experienced officials and stakeholders from Cambodia’s ministries, public institutions, and the private sector to contribute their expertise in various domains. This collaborative structure ensures that each aspect of the summit is meticulously planned to reflect Cambodia’s capabilities, cultural richness, and commitment to strengthening ties with the global Francophone community.

During this inaugural session, the National Committee set out initial goals and priorities, emphasizing the importance of a cohesive and well-coordinated approach. The summit’s Substance Sub-Commission, for example, is tasked with designing the summit’s agenda, which will likely center on pressing global issues affecting Francophone countries, from economic cooperation to cultural exchange. By crafting a forward-looking agenda, the Substance Sub-Commission aims to spotlight Cambodia as a proactive contributor to the Francophone world and as a country that is both culturally engaged and economically dynamic.

The Protocol Sub-Commission, another key component of the organizing committee, will handle diplomatic protocols, accommodations, and logistics for high-level attendees from across the Francophone world. Given the scale of the event, this team will work diligently to create a welcoming environment that reflects Cambodian hospitality while adhering to the strict standards of international diplomatic engagements. This sub-commission will ensure that the summit operates smoothly, with clear guidelines and coordination for all visiting dignitaries, officials, and participants.

On the communications front, the Communication Sub-Commission will be responsible for managing public information, media engagement, and promotional activities surrounding the summit. This team aims to enhance global awareness about the event and showcase Cambodia’s role as the summit host. Leveraging various media channels, including digital platforms, the sub-commission will work to highlight Cambodia’s contributions to the Francophone community and the significance of this summit for both the host nation and the broader Francophone world. By reaching diverse audiences and engaging the public, the Communication Sub-Commission aims to generate excitement and interest, both locally and internationally.

The Security Sub-Commission will focus on ensuring a safe and secure environment throughout the summit. With high-level delegates and leaders expected to attend, this sub-commission will collaborate with local and international agencies to implement comprehensive security measures, addressing both physical security and cybersecurity to guarantee the smooth functioning of the event.

In addition to the formal summit proceedings, the Side Events Sub-Commission will organize a series of cultural and social events that celebrate Francophone heritage, language, and culture.

These side events will offer attendees the opportunity to experience Cambodian culture firsthand, fostering stronger people-to-people connections and cultural exchange. The sub-commission’s work is set to include traditional performances, exhibitions, and interactive sessions that allow participants to engage with Cambodia’s vibrant heritage while celebrating the diversity of the Francophone community.

The Finance Sub-Commission will manage the budget, funding sources, and financial planning for the summit, ensuring that resources are allocated effectively to meet the event’s objectives. This sub-commission is tasked with managing the financial sustainability of the summit while delivering a high-quality experience for all attendees. Its role is vital in optimizing the use of public and private resources to support the successful organization of the summit.

Together, these sub-commissions form a cohesive framework that will guide Cambodia’s preparations for the Francophonie Summit over the next two years. The first meeting of the National Committee marked the beginning of an extensive planning process, setting Cambodia on a path to deliver a summit that resonates with both the Francophone community and the world at large.

This summit will provide Cambodia with a unique platform to reinforce its position within the global Francophone network, advocate for issues of mutual interest, and foster enduring connections. As preparations unfold, Cambodia is ready to showcase its cultural heritage, diplomatic capability, and commitment to the values shared by Francophone nations, setting the stage for a gathering that will leave a lasting impact on the Francophone world.
