Cambodia & Economy: Launch of the ‘2024 E-Commerce in Cambodia’ report

The Ministry of Commerce has just published the report ‘2024 E-Commerce in Cambodia’, which is sure to be a valuable reference for policy-makers, businesses and development partners keen to advance Cambodia's e-commerce objectives.

The official launch ceremony took place on 24 February 2025 and was presided over by H.E. Mrs Cham Nimul, Minister of Commerce, along with leading figures from the relevant ministries and institutions, academics and the private sector.

‘The Ministry of Commerce is taking decisive steps to become more capable of supporting Cambodia's digital trade ambitions,’ said the Minister.

By strengthening its institutional capacity, the ministry seeks to provide more dedicated and targeted support to industry, while ensuring that businesses and consumers can take full advantage of the opportunities offered by digital transformation, she continued.

According to PROFITENCE (Cambodia) Co, Ltd, which produced the report, the comprehensive document will serve as an important reference for policy makers, businesses and development partners seeking to advance Cambodia's e-commerce agenda. The study, enriched by in-depth consumer surveys and expert interviews, provides actionable recommendations tailored to the Cambodian context, addressing both the opportunities and challenges facing businesses and policymakers.

Key findings of the report

E-commerce growth

The e-commerce market in Cambodia has experienced significant growth, driven by factors such as high internet usage, affordable mobile data and a growing urban population. The market value has been estimated at $1.51 billion in 2024 and is expected to reach $1.78 billion in 2025.

Industry focus

The reports cover ten key sectors, including fashion, logistics, insurance and healthcare. Fashion and clothing remain among the most purchased items online.

Digital payments

The uptake of digital payments has increased significantly, with cashless transactions becoming more widespread. However, trust issues remain, leading some consumers to prefer cash on delivery for certain products.

Social commerce

Platforms such as Facebook and TikTok have become essential for businesses, particularly small and medium-sized enterprises (SMEs), to reach consumers and boost sales.

Regulatory framework

Although the government has implemented initiatives to support the growth of e-commerce, such as the Go4eCAM programme, there is a need to strengthen regulatory frameworks to ensure consumer protection and payment security.

Partnerships and support

PROFITENCE emphasises the importance of public-private partnerships in stimulating the growth of e-commerce. The Department of Commerce has been supportive, recognising that e-commerce is a key driver of economic growth.
